However until 2 days ago I could never completely fix my framerate stutter in general gameplay and driving fast around the city. I've tried many things that have only worked for a little bit and then the stutter came right back.
The stuttering starts when I have only OBS open and don't do anything about it. A new installation of OBS-Studio, Minecraft or the whole of Windows couldn't help me. This "stutter" is only when I'm in full screen, but everything is normal in windowed mode, and I really don't like playing in windowed mode.
